We applaud the spirit of MacNeilage's attempts to better explain the evolution and cortical control of speech by drawing on the vast literature in nonhuman primate neurobiology. However, he oversimplifies motor cortical fields and their known individual functions to such an extent that he undermines the value of his effort. In particular, MacNeilage has lumped together the functional characteristics across multiple mesial and lateral motor cortex fields, inadvertantly creating two hypothetical centers that simply may not exist.

This highly readable translation of the major works of the 18th- century philosopher Etienne Bonnot, Abbe de Condillac, a disciple of Locke and a contemporary of Rousseau, Voltaire, and Diderot, shows his influence on psychiatric diagnosis as well as on the education of the deaf, the retarded, and the preschool child. Published two hundred years after Condillac's death, this translation contains treatises which were, until now, virtually unavailable in English: A Treatise on Systems, A Treatise of the Sensations, Logic.

The achievement of Tourneur and Lafuma is one of the most remarkable of modern scholarship. They have shown that the standard text of Pascal was not that which the author left to posterity, and that the manuscript copy (not in Pascal's hand) in the Biblioth~que National, 9203, preserves Pascal's original organization to the extent that he had completed his work, and preserves Pascal's order of the remaining fragments; whereas the holograph manuscript, BN.9202, represents a posthumous ordering of the materials from the early eighteenth century. On the basis of a really fantastic amount of detailed analysis of the paper, the ink, the glue, etc., Tourneur and Lafuma have brought about a monumental revision of the text of one of France's major classics, three centuries after the author's death. It is now finally possible, after a wide variety of reconstructions over a period of almost 300 years since the first edition of the Pensdes, to read the work as Pascal left it, and to see it in the form that Pascal had given it. The revised edition put out by I.afuma in 1951 was primarily a scholar's edition, incorporating all the details that were vital in convincing people that BN.Ms.9203 was the correct text, and that it contained a mine of information about variants. The present edition by Steinmann is an attempt to present the revised text without all of the encumbrances of scholarship, thereby preserving the Pens~es as a readable document. This edition is elegantly printed, following the main classifications of the Lafuma edition, with some of the variants appearing in the margins, and lots of notes in the back giving translations of Biblical and other texts, and some relevant data. In some of the sections the order of the Pens~es differs to some extent from Lafuma's text, and no explanation is offered for the variation. The excellent printing, separation of variants from text, and the absence of footnotes certainly make Steinmann's edition easily readable. The volume includes a section of personal notes of Pascal not intended for publication ("The Memorial," "Mystery of Jesus," and other items), twenty-seven sections classified by Pascal, and the unclassified Pens~es, given in the order of BN.Ms.9203 (excluding the sections on miracles, on the grounds that these were not intended as part of the same work). One grave difficulty in using any of the revised editions is that of locating passages known according to their numbers in the Brunschvicg edition. Sex workers in the Netherlands experienced severe financial and social distress during the COVID-19 health crisis. Notwithstanding them paying taxes over the earnings, they were excluded from government financial support, faced discriminatory treatment concerning safe reopening, and experienced increased repression and stigmatization. In this contribution, I explore whether the concept of “vulnerability” contributes to understanding (and addressing) that situation. Data acquired through participatory action research, partly taking place online during lock-down measures, and literature and content analysis show that labeling sex (...) workers “vulnerable” deflects attention away from the (in)actions of Dutch authorities responsible for sex workers’ precarious conditions during the pandemic. Government denial and strategies of abjection explain these conditions better than “vulnerability” does, as they return the gaze to actors and processes accountable for sex workers’ exclusion and criminalization during the COVID-19 health crisis and thereby put responsibility where it belongs. The devastating impact of the national opioid epidemic has given rise to hundreds of lawsuits. This article details the extremely broad range of legal claims, compares the opioid cases to other public health litigation efforts, including tobacco, and describes the special mechanism — a multidistrict litigation — through which more than 700 opioid-related cases have been consolidated thus far, with settlement almost certain to follow.

This paper closely examines Strauss’ conception of “Medieval Enlightenment”. It focuses on the central role that Arab philosophy has played in the development of Strauss’s thought and discusses the validity of the uses he makes of it. It also emphasizes the interest of Strauss’s analyses as regards Arab philosophy while drawing attention to the tensions they create. It claims that Strauss’ involvement in the quarrel between Ancients and Moderns aims at showing that medieval philosophy cannot be reduced simply to the (...) effort to reconcile philosophy and religion. The ideas of some Arab philosophers cropped up throughout Strauss’s philosophical development and determined his interpretation of Maimonides and Plato as well as his stance in opposition to the moderns. However Strauss’s idea of the “medieval Enlightenment” remains fundamentally ambiguous. Is that Enlightenment supposed to be an argument for the preservation of faith alongside reason or does it rather express a kind of atheism or disguised materialism? (shrink)

Les deux auteurs mettent l’accent sur l’incompatibilité entre les valeurs de l’Occident et celles de l’islam ; ils défendent l’idée de l’impossibilité de l’émergence de la tolérance dans la culture de l’islam et soulignent la nécessité de réagir face aux revendications communautaires, de plus (...) en plus menaçantes pour la République. Cet article commente et discute les principaux postulats, présupposés et exemples historiques mobilisés par les deux auteurs. The next steps in health reform, like all such efforts before it, will have to engage the issue of American health care federalism – the relationship between the federal and state governments in the realm of health law and policy. Since its enactment in 2010, the Patient Protection and Affordable Care Act has offered a robust example of modern federalism and revealed new complexities. This article recounts the findings of our five-year study of the federalist and nationalist features of ACA (...) implementation. Contrary to the claims of ACA opponents that the law marked a federal “takeover,” the ACA's governance structures have advanced rather than suppressed state power. But we also found that the advances in state power occurred seemingly independently of the statute's structural arrangements; that is, the ACA's nationalist and federalist features both enhanced state power over health policy. These findings raise questions about whether cherished American federalism values are unique to federalist structures; they also raise the question of what exactly health care federalism is for, and why we continue to design health policy with federalism front and center. It is not clear that enhanced state power has brought better health policy. If it has not, is federalism for its own sake worth the trade-off? (shrink)

This article aims to read feminist new materialisms (Barad), together with ‘postulated’ linguistic or cultural primacy of Queer Theory (Butler), to show how both are engaged in similar critical-ethical endeavours. The central argument is that the criticism of Barad and new materialisms misses Butler’s materialistic insights due to a narrow interpretation of Butler's alleged social-constructivist position. There is, therefore, a specific focus on where they both make similar ethical appeals. Moreover, the article relies on Adorno's negative dialectic to highlight an (...) interpretation of Barad and Butler as being part of the same dialectical movement, in which materialism and idealism fluctuate in their mutual criticisms, thus continuing the procession towards 'new knowledge' and emancipation, or freedom, through their motions back and forth. Litigation cannot solve a public health crisis. But litigation can be an effective complementary tool to regulation by increasing the salience of a public health issue, eliciting closely guarded information to move public opinion, and prompting legislative action. From tobacco to opioids, litigants have successfully turned to courts for monetary relief, to initiate systemic change, and to hold industry accountable For years, litigators have been trying to push firearm suits into their own litigation moment. But litigation against the gun industry (...) poses special challenges. Not only has the regulatory regime failed to prevent a public safety hazard, Congress has consistently underfunded and understaffed the relevant regulatory actors. And in 2005 it legislatively immunized the gun industry from suit with the Protection of Lawful Commerce in Arms Act. This paper surveys the field of litigation in response to gun violence, tracking the limited successes of victims and stakeholders suing the gun industry. We find that victories remain confined to individual actors and unlike high-impact public litigations in other areas, aggregate class actions and major public litigation led by state attorneys general are noticeably absent in the firearm context. By endowing technology with the attributes of autonomous agency, human beings are ethically sidelined. Individuals are relieved of responsibility. The suggestion of being in the grip of irresistible forces provides an excuse for rejecting responsibility for oneself and others, thus creating conditions for inappropriate or antisocial behavior. It also impedes the search for solutions to pressing social problems associated with applications of technology. Failure to assign and accept responsibility for decisions to deploy “conventional” technology will inevitably impede our ability to (...) deal with the social and ethical challenges of robotics. Les arguments servant à défendre cette idée mobilisent les analyses de la notion de “prudence” chez Avempace, ainsi que celle de “pensée droite”, fortement présente au niveau de la détermination de la conduite (...) que le philosophe doit adopter dans les cités injustes. L'élucidation de ces aspects permet, parallèlement, de prendre la mesure de la distance intellectuelle qui sépare Avempace des mystiques à la fois sur le plan éthico-politique et sur le plan onto-théologique.
